NOTICE IS HEREBY GIVEN that a meeting of North Somercotes Parish Council is to be held on Monday 25th October 2021 At 7.00 pm in the LUKE WALMSLEY PAVILION Councillors are hereby summoned to attend

Members of the public are invited and welcome to attend the whole meeting, except for items where their presence is prejudicial to the public interest, and are permitted to make representations to the Council, answer questions and give evidence (up to 3 mins per person/subject) in respect of any item of public business listed on the agenda during the public session, which is normally 15 minutes before the start of the meeting. The meeting may only consider the business on the agenda; the Agenda and Minutes for the Parish Council Meetings are available on the Parish Notice Board, or from the Clerk, or on the website, together with the schedule of future dates and the Public Participation in Meetings Procedure - see http://parishes.lincolnshire.gov.uk/NorthSomercotes. Meetings of the Council may be recorded.

i. Proposals for long term storage of nuclear waste at Theddlethorpe Gas Terminal
ii. Alleged Dangerous Dogs – number of alleged incidents with same animals raised to see if parish council can refer to police/dog warden given potential for even more serious outcome to child for example
Monthly Meeting 27/9/21-1 a. Present
b. Apologies for Absence – to resolve whether or not to accept councillor absence/reasons
c. to note the resignation of Cllr Cousins and the process for replacement.
27/9/21-2 To receive any declarations of pecuniary or non-pecuniary interest on any item on the agenda in accordance with the Localism Act and the Council’s Code of Conduct and Standing Orders
27/9/21-3 Minutes of the 27th September 2021 Meeting – to RESOLVE to adopt/sign the notes as accurate minutes.
27/9/21-4 Clerk’s Report on matters outstanding – for information only:
a. Public Toilets Refurbishment – tender requirement prepared
b. S106 Conisholme Rd – see 6a below
c. PROW FP28 – now awaiting English Coastal Path consultation outcome
d. Cemetery – repairs to doors – listed building consent required, quotes for gate and fencing requested (may need planning permission), letters to be done, hand tests finished, woodwork inspection/treatment to be organised for chapels, NB wood worm present in fencing
e. Amenity Stone – chased stonemasons for quote, quote for lifting slabs and replacing with gravel also requested
f. Property Purchase – see 13 below g. Youth Club – reminded re funds available h. Remembrance Parade – wreath arrangements being clarified, and no refreshments planned for afterwards i. Seal Season – To note the traffic management arrangements previously circulated j. North Somercotes Footpath Leaflet – amendments required to the text of the leaflet provided to LCC along with some new images
k. Theddlethorpe GDF – various documents and statements forwarded to Councillors for information
27/9/21-5 Cemetery – to discuss and RESOLVE the way forward on various issues:
a. Columbaria Proposals
b. quotes for fencing repairs, door repairs and gates
c. hedging for rear boundary with footpath
d. quotes for taking up slabs and replacing with turf in Garden of Remembrance
27/9/21-6 To consider Planning applications received/RESOLVE the way forward on these/other Planning matters
a. Enforcement Issues/Actions – i. S106 Conisholme Rd – formal request made to Ryan Dodds/ELDC for the option of Discounted Market Housing in perpetuity
b. Planning applications for approval:
i. N/132/02042/21 - Extensions and alterations to include raising the roof height to provide additional living accommodation. HOME VIEW, BANK END
ii. N/132/02135/21 - Non-material amendment to that previously approved under planning permission ref. no. N/132/0389/20. SOMERCOTES ACADEMY
c. Any other/urgent planning matters/applications:
27/9/21-7 Highways, Paths and Lighting – to discuss/RESOLVE the way forward on relevant Highways issues
a. verbal update on problem log:
i. Parking at Axe and Cleaver Crossroads – impact on visibility
ii. Pedestrian Footway marking/give way to oncoming traffic sign (from Keeling St) on Churchill Rd
iii. Evison Way and Willerton Rd - resurfacing date
iv. Blocked drains on Churchill Rd
v. Any additional issues to be reported
b. Any other urgent highways issues
27/9/21-8 2022/23 Initial Budget Discussion – to discuss the main issues and likely pressures for next year’s budget and RESOLVE the way forward as may be required

c. Request to assist with defibrillator costs/purchase for the NS Football Club/Luke Walmsley Pavilion – details still awaited
d. to deal with any other/urgent Financial matters
27/9/21-11 To receive/note general Correspondence for October 2021, Website Updates and Communication
27/9/21-12 Next Meetings - 22nd November and 20th December in the Luke Walmsley Pavilion, unless notified otherwise.
27/9/21-13 Confidential Matters - to RESOLVE on whether the Council will move into closed session by reason of the confidential property matters to be transacted – if this Resolution is passed any members of the public/press will be required to leave
the meeting at this point.
