Members of the public are invited and welcome to attend the whole meeting, except for items where their presence is prejudicial to the public interest, and are permitted to make representations to the Council, answer questions and give evidence (up to 3 mins per person/subject) in respect of any item of public business listed on the agenda during the public session, which is normally 15 minutes before the start of the meeting.  The meeting may only consider the business on the agenda; the Agenda and Minutes for the Parish Council Meetings are available on the Parish Notice Board, or from the Clerk, or on the website, together with the schedule of future dates and the Public Participation in Meetings Procedure - see http://parishes.lincolnshire.gov.uk/NorthSomercotes. 23/11/21-2 To receive any declarations of pecuniary or non-pecuniary interest on any item on the agenda in accordance with the Localism Act and the Council’s Code of Conduct and Standing Orders

23/11/21-3 Minutes of the 25th October 2021 Meeting – to RESOLVE to adopt/sign the notes as accurate minutes.

a. Public Toilets Refurbishment – tender requirement being prepared

b. S106 Conisholme Rd – see 6a below 

c. English Coastal Path/PROW FP28 – ECP consultation outcome awaited

d. Cemetery – see 5 below

e. Amenity Stone – chased stonemasons for quote, quote for lifting slabs and replacing with gravel also requested

23/11/21-5 Cemetery – to discuss and RESOLVE the way forward on various issues:

a. Columbaria Proposals – information to be circulated to councillors

b. fencing repairs – instructed to proceed

c. Woodworm in doors – initial inspection arranged for 17/11 to see what other equipment might be required

d. quote and process for door repairs – Listed building consent to be applied for

e. options and proposals for cemetery gates – planning permission required if gates changed

f. hedging for rear boundary with footpath – seeking free or discounted sources/prices

g. quotes for taking up slabs and replacing with gravel in Garden of Remembrance – seeking clarification on ashes

h. Box at gate for information – to discuss and decide whether to replace/repair existing 

i. Provision for future burials/ashes – see item 13 below.

23/11/21-6 To consider Applications received/RESOLVE the way forward on these/other Planning matters 

a. Enforcement Issues/Actions – i. S106 Conisholme Rd – to receive an update on the formal request to ELDC for the option of Discounted Market Housing in perpetuity based on local connection criteria, and RESOLVE the way forward.

b. Planning applications for approval: 

i. N/132/02284/21 - Single storey side and rear extensions to existing dwelling to provide additional living accommodation. Part of existing dwelling to be demolished. MARISCO, JUBILEE ROAD

ii.  N/132/02253/21 - 'Non material amendment/s to that previously approved under Planning Permission ref no. N/132/2196/21". WARREN STUDIO, WARREN ROAD.                                           

c. Any other/urgent planning matters/applications:

23/11/21-7 Highways, Paths and Lighting – to discuss/RESOLVE the way forward on relevant Highways issues

a. verbal update on problem log:

i. Parking at Axe and Cleaver Crossroads – impact on visibility

ii. Pedestrian Footway marking/give way to oncoming traffic sign (from Keeling St) on Churchill Rd

iii. Any additional issues to be reported

b. Any other urgent highways issues

23/11/21-8 Budget Proposals 2022/23– to discuss the main issues and likely pressures for next year’s budget and RESOLVE the way forward as may be required

a. to receive and note the bank reconciliation for November 2021

23/11/21-12  Next Meeting - 20th December in St Mary’s Church Hall Keeling St - Main item - 22/23 Budget Setting

23/11/21-13  Confidential Matters - to RESOLVE on whether the Council will move into closed session by reason of the confidential property matters to be transacted – if this Resolution is passed any members of the public/press will be required to leave the meeting at this point.

a. Chapel Fields retained land – to discuss and RESOLVE the way forward as may be required

b. Cemetery – to discuss and RESOLVE to apply for and to exercise borrowing approval from LALC in order to facilitate the purchase of additional land adjoining the Cemetery for future provision of land for burials and cremations and possible interim use for garden allotments.

c. Woolpack Meadows – to update on progress/actions being taken, and RESOLVE the way forward as required
