that the next meeting of the North Somercotes Parish Council is to be held in the Village Hall on Monday 22nd September 2025 At 7.00 pm

Councillors are hereby summoned to attend.

Agenda

Members of the public are invited and welcome to attend the whole meeting, except for items where their presence is prejudicial to the public interest, and are permitted to make representations to the Council, answer questions and give evidence (up to 3 mins per person/subject) in respect of any item of public business listed on the agenda during the public session, which is normally 15 minutes before the start of the meeting.  The meeting may only consider the business on the agenda; the Agenda and Minutes for the Parish Council Meetings are available from the Clerk, or on the website, together with the schedule of future dates and the Public Participation in Meetings Procedure - see http://parishes.lincolnshire.gov.uk/NorthSomercotes. Meetings of the Council may be recorded.

i. Privet Hedge on Conisholme Rd – referred to LCC Highways
ii. Overhanging Hedge on Jubilee Rd – following up previous request
iii. Antisocial behaviour including obscene graffiti, drinking, littering and causing noise in the early hours of the morning (Jubilee Rd bench, and brick bench on Keeling St/Woolpack Meadows junction, riding quad bike across private land, verbal abuse of dog walker on Green Lane, 
iv. Request to remove the brick bench on Keeling St owing to antisocial behaviour of users
v. Parking on Pavement Bank End adjacent to Brooks Cottage - near-miss incident – referred to Police
vi. Parking on grass verge near Axe and Cleaver – safety issue
vii. Query re shooting in/near the Warren – no further action
viii. Suggestion for a village library – potential locations/viability
ix. Loose branch across footpath from Vicarage to Church End – landowner contacted to resolve

a. Cemetery - Chapel Doors – work commenced 16/9 b. Chapel Field Future Use/Disposal – see 14 below  c. St Mary’s Bell Ringers – Rope ordered d. Defib Maps for each location in the village  – see 9 below e. Orchard area – mowed and strimmed, replacement trees outstanding f. Dog Fouling/Public Space Protection Officers visits  - still no response from ELDC re warden visits despite several emails/messages left  g. National Grid Grimsby to Walpole – objection submitted h. Policies and Procedures – schedule of updates outstanding i. Cemetery/other Title deeds –address change pending  j. Additional Flower Planter – query re location now arisen  k. 22/9/25-5 Memorials - work required to reinstate/make older memorials safe – to consider the quotation for repair of unsafe memorials and discuss and RESOLVE the way forward.

22/9/25-7 Highways, Paths and Lighting: To consider outstanding/new issues and RESOLVE the way forward
a. verbal update on problem log/outstanding issues which have been raised with LCC Highways, including:
i. Warren Rd drainage - School side completed, complaint made regarding Oasis side not done. Further images submitted of problem, update awaited pending inspection 17/9
ii. Parking opposite Warren Road Track to Oasis/Warren Farm near primary school – no solution proposed
iii. Bench on Marsh Lane/possible locations – preliminary request made to DIO re location on their land
iv. Additional planter – pending identification of more suitable location owing to antisocial behaviour
vi. Speeding vehicles – School Lane – to consider the results of the recording device and LCC Highways response on signs, road marking, and metal barrier outside nursery gate and RESOLVE the way forward
vii. Weeds in kerbside – Clerk to report on FixMyStreet
 
b. Failure of LCC to reinstate several road marking lines following recent road dressing – to discuss numerous images submitted in support of ongoing safety and other concerns, and any response from LCC, and RESOLVE the way forward
i. Brown’s Lane – parking bays in breach of Highways Technical Manual, lack of white line – FOI request?
ii. Travellers Joy – previously agreed ‘Keep Clear ‘for last 25+ years not reinstated
 
c. Hedges/Trees obstructing path/pavement
i. Privet Hedge on Conisholme Rd – referred to LCC for action following safety concerns raised
ii. Hedge on Jubilee Rd – further request to cut it back now nesting season over
iii. Loose branch across footpath from Vicarage to Church End – landowner resolved, additional branch to be checked

e) Bowls Club – Donation request for £250 to reseed the green – to discuss and RESOLVE the way forward

22/9/25-11 Maintenance Contract for Cemetery, Verges and Footpaths Maintenance – to discuss options in respect of the maintenance contract for Cemetery, Footpaths and Verges maintenance with effect from 1 April 2026 and RESOLVE the way forward.
 
22/9/25-12 To receive/note general Correspondence for September - Website Updates and Communication
NB - LALC request to have Councillors direct emails if they require weekly news/training bulletins. Councillors Declaration of Interests – Councillors to let Clerk know if any changes since 2023 declarations

22/9/25-14 Confidential Property Matters - to RESOLVE on whether the Council will move into closed session by reason of the confidential property matters to be transacted – if this resolution is passed any members of the public/press present will be required to leave the meeting at this point.
