that the next meeting of North Somercotes Parish Council is to be held in the Village Hall on Monday 21st September 2026 At 7 pm Councillors are hereby summoned to attend.
Agenda
Members of the public are invited and welcome to attend the whole meeting, except for items where their presence is prejudicial to the public interest, and are permitted to make representations to the Council, answer questions and give evidence (up to 3 mins per person/subject) in respect of any item of public business listed on the agenda during the public session, which is normally 15 minutes before the start of the meeting. The meeting may only consider the business on the agenda; the Agenda and Minutes for the Parish Council Meetings are available from the Clerk, or on the website, together with the schedule of future dates and the Public Participation in Meetings Procedure - see http://parishes.lincolnshire.gov.uk/NorthSomercotes. a. Cemetery Chapel Doors – second door to be replaced shortly b. Cemetery Statutory Records digitisation and mapping – ongoing c. Cemetery old, damaged Memorials - need to identify location for those currently against chapel walls and get quote for repair/reinstatement once all plots mapped, ongoing d. Quinquennial Inspection – arranged for end Aug/Sep. e. Wildflower area – Fencing to be obtained/erected to designate different area.
f. Cemetery Biodiversity Audit/Action Plan – to be updated with input from LWT and Waste Management Plan – in draft g. Orchard area Grass has been mow, trees checked some need pruning and watering h. Policies and Procedures updates - ongoing i. Records Management – files moved to toilet store and continuing with shredding/recycling j. Defib Training – booked at Pavilion for 4th September, 2pm. k. a. Planning applications for consideration: to consider applications received and RESOLVE the way forward.
i. 01204/26/FUL - Shillingbury Churchill Road - Planning Permission - Erection of 2m high wooden fence to
replace existing hedge around existing dwelling. - to ratify the decision not to support the proposal for such a high fence, owing to the undesirable harmful effect on residential amenity and character and appearance of the wider street scene in this rural environment.
ii. 01293/26/FUL Willow Farm, Marsh Lane - Planning Permission - Siting of a static caravan for seasonal holiday use (already in situ) and construction of hardstanding –- to discuss the application and Resolve the way forward.
iii. 00734/26/RVC Land RO Sycamores, Keeling St - Section 73 application to vary condition 1 (approved plans) as imposed on planning permission LR/569/68 (as amended by 00832/26/NMA) for the erection of 17no. dwellings and construction of access roads on - To note proposed amendments to property type and Resolve the way forward.

00854/26/FUL - Crowsfoot Farm, Common Lane - Change of use of domestic equestrian land to form a commercial holiday and lodge site, Including the erection of a fence, ancillary hard standing bases, a solar battery power unit and the installation of a toilet and shower (works commenced) – objection submitted
00685/26/FUL Pinewood (Lakeside), Warren Road- Change of use of land to form an extension to existing caravan park to site 18no. residential static caravans and construction of an internal access road – objection submitted.
f. Enforcement Issues/Actions: Any update on reported issues:
i. Static Caravans on land/stables on Common Lane – on hold pending outcome of planning application.
ii. Static Caravan on Marsh Lane – on hold pending outcome of planning application.
iii. Caravans on South Rd – awaiting further update from Enforcement on planning conditions for the site
iv. South Rd -Burning of Commercial Waste – awaiting update from Environmental Protection, still burning 21/6 v. South Rd - Removal of veteran hedging, contrary to planning permission, creation of additional entrance contrary to Highways requirements and planning permission – awaiting update from Enforcement/Highways
g. Any other urgent planning matters/applications:
21/9/26-7 Highways, Paths and Lighting:
a. verbal update on problem log/outstanding issues which have been queried with LCC Highways, including:
i. Nirvana – flooding from the road – contractors will be going back at their own cost to resolve the drainage problem whereby in heavy rain it is running down the drive to the back door of the bungalow
ii. 30mph round Church Lane and South Rd – the issue of housing density is under that required to trigger an automatic 30mph on some sections although it was noted that there are streetlamps and no footway, with public rights of way along and across it, which would meet the national guidelines for 30mph. Cllr
Robinson is still looking into this; there is no updated policy from LCC on website on this or 20mph School limits (2015)
iii. Warren Road Drainage – Oasis Lakes/The Bungalow – the gullies do not appear to have been jetted as of
21st August this has been ongoing since February as noted in the public session.
iv. A1031 – North Thoresby/Tetney/North Cotes – Cllr Robinson
v. Cloddy Gate – dates awaited, though it looks as if some works have been undertaken in the last two weeks. vi. Sink hole outside Fire Station – reported on fixmystreet and village Facebook page –
vii. LCC payment for public right of way maintenance – still awaiting clarification. viii. Cloddy Gate/Owe’s Lane Still outstanding – date for repair?
b. any additional issues/other urgent matters to be reported

b) to receive and RESOLVE to approve the schedule of receipts and payments for August/September 2026 c) to consider the proposal to look at sourcing free/low cost hedging for distribution in the Parish.
d) to discuss and confirm purchasing of Bleed kits as per email (St Marys, Village hall, Axe & Cleaver, Bay Horse)
e) request to district councillors for £500 contribution towards crime prevention measures. f) Forecast financial position against budget, and notional reserves.
